also yesterday the pentagon announced that they will take a major step to deter con artists by establishing a searchable data base of military awards and medals to confirm in fact if the person you're dealing with or speaking with is in fact deserving of the medals and honors they've received. madam president, it's clear this cause has momentum and the supreme court decision has given many a sense of urgency and clarity. in fact, today i wrote the president, president obama, to ask for his public endorsement of the bill, very similar to the day that he was walking up the aisle after his state of the union and i said, mr. president, i have a bill on harry reid's desk on insider trading, let's get it out. he says i will get it out. -- he can give his public endorsement of this bill and i'm hopeful the commander in chief will lend his voice to this cause to show leadership on this issue and to give his blessings so we can actually get to work on something that will truly pass. i would venture 99-0 in this chamber. his voice would join several military organizations that have endorsed the stole

i guess we eliminate every singles agency, department, and program except the pentagon. come on. is that what this country is about? some may think that's a good idea, eliminate all government. we don't have any road to drive on to state their beliefs. the rest of america disagrees. i.v. a also heard -- i've also heard we take a down payment approach to the supplemental. do a little and come back next year. that sounds familiar. i remember hearing a lot of it last year. talk to the person whose house has been destroyed, and it is a week before the christmas season, and it's getting cold. tell them, we senators, it's true, we all live in a comfortable homes, we work in place that hasn't been touched, but we think you should wait and come back later next year. i would defy any member of this body to say that directly to one of the firefighters who saw their home destroyed or the senior citizen who saw their home destroyed or the person who's worked all their life to build up their business and saw it destroyed. now -- they want to recover now, not when a congress that has not been

know, if we really are in a belt-tightening mode, it's important to keep in mind it's not just the pentagon that has not done things very cost effectively. i'm a big fan of the recent health care reform, but it was, you know, one of its strong points was not cost containment. and in addition, the cost containment measures that were there were not viewed as credible. and so that was a political decision, and partly it was a function of how it was done. and, you know, again i'm being cynical. i say the republicans, it's not so much that -- you know, republicans are not a monolith although they're closer than democrats, but some republicans genuinely don't want to increase taxes on the middle class and don't want a double dip recession. but the way that the party, the revealed preferences of the party in recent years has been they're much more concerned about the wealthy, you know, tan they are about these things -- than they are about these things. the democrats, so we are told now, i mean, it's a bargaining position. you know, the president has gone all out saying one thing they really want

the executive branch -- and i am a former member of the executive branch; i spent four years in the pentagon in the reagan administration -- they say that they have consulted and the definition of a consultation should be the secretary of state calling the chairman of the foreign relations committee or the secretary of defense calling the chairman of the armed services committee or coming over for a meeting. that is not the level of discussion and involvement that the united states congress should have when we are talking about long-term commitments with countries such as afghanistan and iraq. so this amendment is not draconian. it is very sensible. it basically says that in the situation where we have entered into this proposed relationship with afghanistan, that the key committees over here in the united states congress should have 30 days to review the documents before they are put into play. there's no great urgency in terms of when these documents are implemented, and it's the same courtesy -- actually, iter- actually, it's not even as far as what the afgha afghani parlit is going to be
